From the picture I'm guessing it's a hanging dryer for baby clothes or other small items. But I've never seen one like that.

This one goes under the name of a "drying rack", but there is no specific name for them. "Hanger dryer", "portable hanging clothes dryer" are other names you will see.

Problem with all of the products is that they always seem to have an even number of pegs, and I always seem to have an odd number of socks...

In the US you'd have to call them clothespins - pegs are different.

I have long held a theory that the rings around Saturn are comprised of lost socks.
Uranus also has rings, much lighter and younger than Saturn's... television remote controls!

The strange thing is that it appears to be a fundamental law of the universe that, however many pairs of socks you buy and however many socks you lose, you will always possess an odd number of socks. I personally believe that not only the rings of Saturn, but also the entire fabric of the space-time continuum is made up of lost socks. Mine account for the wormholes in the space-time continuum.
