Which are correct:

1) That he was being followed was a secret.
2) For him to be followed was a secret.

3) It was a secret that he was being followed.
4) It was a secret for him to be followed.

3) sounds the most natural. 1) works in a context where the assertion is intended to contrast with the expectations either of the reader or of a third party (including a character in a fictional narrative).

The convolutions of 2) and 4) sound barbarous to my ear.
