Hi everyone! Does "you eventually run out of other people's money" here mean "Eventually you and other people steal each other's money because you and other people just have a little money left."?

If Margaret Thatcher has been quoted accurately, what she is implying is that socialist governments will keep spending "other people's money" until there is none left.
