they were all vs. all those who

a. They were all teachers who went there.
1. All those who went there were teachers.

b. They were all tall who were hired.

2. All those who were hired were tall.

Can (a) and (b) be used instead of (1) and (2) respectively?

Yes, although they are a little more unusual.
