Those are rescue buoys. There's more info about them on Wikipedia if you're interested.

This is quite interesting. I have never seen these things in use in the UK, so I had a quick Google. They seem to be listed as "torpedo rescue buoys" and nearly all of the adverts manage to mention Baywatch. It has set me wondering whether they were invented for the programme or just made popular by it.
