I call them carts. Your photo shows the iconic New York hot dog cart. During the summer, you might see someone selling frozen treats from an ice cream cart. These carts (or wagons) are movable...some are pushed by hand, some are towed behind a bicycle or automobile. I have also heard them called hot dog stands, but I use "stand" to refer to the stationary kind. You could find a stand in a sports stadium, or a beach, or a circus/carnival.
