Husband: Can we afford to buy a new car at the moment?
Wife: No. We're just scraping by.

Hi you guys! Could I say "We're just scraping by" in this situation to mean that "We just have enough money to buy basic things we need to live"?

You can. Although some people's idea of how much they need to "scrape by" are quite different to others.

A related expression is 'to scratch a living':

"We're barely scratching a living on our smallholding".

"We're just making it" is a similar expression.

British politics has seen the recent popularization of the expression "just about managing" (today often abbreviated to 'jam'), which Theresa May used in her first speech as Prime Minister to describe the situation of those people who are just managing to get by, but who have little or no cash to spare for emergencies or luxuries.

People in this situation are therefore sometimes referred to as 'jams' by British bureaucrats and politicians; I've yet to hear anyone who actually belongs to that category describe themselves using that term.
