Very interesting re Rocky & Bullwinkle as a medium-distance source. And not one I recall-despite considering myself a serious R&B fan--and indeed of the early-50's forerunner Crusader Rabbit & Rags the Tiger. And I'd like to think I'd read CAINE MUTINY at an age that I'd like picked up the reference in R&B!

Evidently more of a universal military saying; not exclusive to the Navy, but consistent with the timeframe (Inter-bellum) given by the above contributors:

When in danger,
When in doubt,
Run in circles
Scream and shout!
