You asked, "What is the correct etiquette in England, Canada and The US". Did you mean England or the UK? I am a Welshman living in Wales, a nation and part of the UK as is Scotland, Northern Ireland and England.

I do admit that most are collected elsewhere and crowbarred into the pub though.

I think that the confusion is being caused by old fashioned terminology.
Distemper is not paint it is distemper, "I am going to distemper the walls and paint the woodwork".

As you realised Steven, the word, "free" doesn't really need to be there. "Please accept this sample with our compliments" would be perfectly acceptable, but the researcher wants to make it obvious that there will be no charge, so uses "free".
